Open Chambers is a grassroots campaign to the reduce the amount of power held by legislative leadership on Beacon Hill. We believe the current system of governance is inherently undemocratic, and that every legislator should have an equal say in the legislative process. We also believe that putting too much power in the hands of leadership, makes it easier for lobbyists to influence legislation by targeting just a select group of people.
We believe leadership shouldn't impose their personal ideology on the chamber, whether it be conservative, moderate or progressive, and instead act as a neutral facilitator in passing substantive legislation that has the support of a majority of the chamber. We propose solutions like including redelegating leadership’s ability to make committee appointments, and placing that authority in another body. Nebraska for example has a Committee on Committees that makes appointments. Committee assignments are currently used as incentives to influence the rank and file to vote a certain way.
